Bell, who will be based in the ZTE USA headquarters in Richardson, Texas, will spend approximately a quarter of his time in Shenzhen, China at ZTE Corporation's headquarters. He will travel throughout ZTE’s global operations and is responsible for global compliance with export control laws and economic sanctions. Bell will also serve as the chief compliance officer and legal counsel for the company’s subsidiary ZTE USA.

Bell, who has expertise in a number of compliance areas with a special focus on compliance with export controls and economic sanctions, will focus on further strengthening ZTE's regulatory compliance trainings, standards and assessments.
He will report to Cheng Gang, the company's chief compliance officer. Earlier this year, ZTE confirmed a new leadership team in a move widely seen as a response to the US threat to block ZTE from the international market. GTB
